The Code of Recommended Practice for Local Authorities on Data Transparency
About the Transparency Code
The local Government Transparency Code 2015 requires that local authorities publish data on key areas to increase public accountability, including financial spending and procurement, management of assets, staffing and senior salaries, operational decisions and constitutions. The code sets out the minimum data that local authorities should be publishing, the frequency it should be published and how it should be published. However, Public Data does not include personal information as this would contravene the Data Protection Act 2018.
In accordance with the Code of Recommended Practice and general good practice, St. Just-in-Penwith Town Council makes the following information available.
FINANCIAL & PROCUREMENT TRANSPARENCY
Expenditure exceeding £500
Local Authorities are required to publish details of all payments made to suppliers that exceed £500. This must be published quarterly. Please see below the quarterly reports for these transactions.
St. Just Town Council provides an approved schedule of all expenditure monthly as part of the agenda for the main Town Council Meetings. All payments, detailing supplier and transactions, form part of the agenda. The agendas are displayed on the Town Council notice board outside the Library and the notice board in Pendeen, outside the public toilets Read all of the full council agendas.

Procurement Information.
Local authorities are required to publish invitations to tender for contracts to provide goods and/or services with a value that exceeds £5,000. Also to publish details of any contract, commissioned activity, purchase order, framework agreement and any other legally enforceable agreement with a value that exceeds £5,000. This must be published quarterly.

Information on Fraud, including detecting and preventing it, must be published:
St. Just Town Council has no member of staff undertaking fraud investigation work and therefore has no information to publish.
ASSET & PROPERTY MANAGEMENT.
Councils are required to publish a list of Land and property assets. St. Just Town Council’s asset register.
St. Just Town Council does not hold any social housing Assets.
STAFFING & GOVERNANCE.

St. Just Town Council does not have any Trade Union Representatives.

OPERATIONAL & STRATEGIC DATA
Parking
St. Just in Penwith holds two free car parks in its’ Local Authority area and are provided directly by the Town Council. One in St. Just with 110 spaces and one in Pendeen with 20 spaces. Both car parks are free and therefor no income is generated however Town Councils are required to publish a breakdown of Car Park expenditure Annually.

Community infrastructure Levy (CIL)
Information on the CIL is required to be published annually. St. Just in Penwith CIL payments.
Waste Collections Service:
St. Just Town Council are required to issue details of who has been appointed to operate its waste collection service.
The service is currently operated by Biffa Waste Services Ltd for General Waste and Mixed Recycling
